PURPOSE:To produce a carbon-base electrode material for an electrolytic cell having superior current and voltage efficiencies and hardly undergoing a change in performance, by bonding a specified amt. of oxygen to the surface of carbon having a specified crystal structure of pseudo-graphite measured by X-ray wide- angle analysis and by mixing the carbon with an element such as Al. CONSTITUTION:Carbon having a crystal structure of pseudo-graphite in which <002> interplanar spacing measured by X-ray wide-angle analysis is <=3.70Angstrom is subjected to dry oxidation treatment to bond oxygen atoms to the surface of the carbon by >=3% of the amt. of the carbon atoms. The carbon is then mixed with about 0.01-56mol.% in total of one or more kinds of elements selected among Al, Ga, In, Tl and the groups IVb and IVa elements of the long periodic table. An electrode material increasing the total energy efficiency of a galvanic cell and prolonging the cycle life is obtd.
