PURPOSE:To shorten the switching time of a transmission line by executing the switching request from a receiving side to a transmission side, executing the switching at the receiving side before the result is confirmed and deciding the switching result after that. CONSTITUTION:At a receiving side, the transmission of a switching request signal 4 is executed after a trouble detection 3 is executed and before the switching result is confirmed, a receiving side switching action 6 is executed. At a transmission side, a response signal 7 to show whether a transmission side switching action 5 is completed or cannot be executed is returned. At the receiving side, simultaneously when the switching result at the transmission side is judged by the response signal 7, the switching result at the receiving side is judged as well, and when either of them cannot be switched, the transmission of a switching return requesting signal 8 to the transmitting side and a switching return action 9 at the receiving side are executed and therefore, the transmission line is returned to the condition when the trouble occurs. Thus, the time up to the switching completion of the transmission line can be shortened.
