PURPOSE:To provide a water-based composition composed of a polyacrylic acid polymer and a high-molecular weight polyethylene oxide, etc., capable of forming a water-absorbing resin having excellent water-absorption property, flexibility, etc., and suitable for paper diaper, etc. CONSTITUTION:The objective water-based composition can be produced by compounding (A) a polyacrylic acid polymer wherein 60-90mol% of carboxyl group is neutralized to an alkali metal salt, (B) <=5pts.wt., preferably <=1pt.wt. (based on 1pt.wt. of the component (A) of a polyethylene oxide having an average molecular weight of >=100,000, (C) 0.1-10wt.% water-soluble peroxide radical initiator (e.g. ammonium persulfate) based on the polymer and, if necessary, (D) a hydrophilic polyfunctional unsaturated compound as a crosslinking assistant and (E) a polyhydric alcohol compound as a flexibilizing agent. A water- absorbing resin is produced by heating and drying the obtained water-based composition.
