PURPOSE:To increase the number of data terminals in comparison with a conventional unit by separating a communication control part for speed detection and that for data transmission/reception control from each other. CONSTITUTION:A communication control part CCU 2a for speed detection and a communication control part CCU 2b for data transmission/reception control take partial charge of the control of a data terminal accessed through a public telephone network. A communication control part CCU 2 informs a CPU 4 of the number of a line corresponding part LUT 1 and the terminal speed through a channel interface CIU 3. The CPU 4 manages the number of LUTs 1 controlled by CCUs 2 and their speeds and instructs the CCU 2, which has the largest margin of processing capability, to store and control the pertinent LUT 1 at each time of receiving reports from CCUs 2. The CCU 2b for data transmission/reception control of the instructed CCU 2 leads in this LUT 1 and controls data transmission/reception.
