PURPOSE:To facilitate the filling of powder or granules and to attain a desired thickness and uniform density by loosely fixing an inner case in an outer case, filling the powder or granules into the gap between the cases, rotating the cases on an axis and locally pressurizing the powder or granules to cause deformation. CONSTITUTION:A hollow block having one open end is prepd. as an outer case 1 having a circular cross-section. A cylindrical body of a metal as an inner case 2 is loosely fixed in the outer case 1. Powder or granules 3 are filled into the gap between the cases 1, 2 and the open end is sealed. The cases 1, 2 are then rotated on an axis and the powder or granules 3 are locally pressurized by a pressurizing jig 5 from the inside of the inner case 2. The jig 5 is gradually moved to homogenize the filling density of the powder or granules 3. Thus, the powder or granules 3 are formed.
