PURPOSE:To perform the evaluating test of a control program without using an equipment targeted to be controlled, by connecting an evaluation simulator to a central supervisory device instead of the equipment targeted to be controlled, and simulating the state and the environment of the equipment targeted to be controlled. CONSTITUTION:The evaluation simulator 6 provided with a function to update the state data of an equipment, a function to update an environment data, and a function to inform the data is connected to the central supervisory device 7 instead of the equipment targeted to be controlled. When the state data of the equipment or the environment data is updated from a terminal 3, or when the environment data is updated by an environment data automatic updating function, the data is transmitted from the evaluation simulator 6 to the central supervisory device 7. Also, when the stop signal or the start up signal of the equipment is outputted from a central processor 7 as the result of the run of the control program that is a program to be tested in the central supervisory device, the signal is received and the state data of the equipment is updated. At this time, the fact that the data is updated is transmitted to the central supervisory device 7 by the data informing function. In such a way, it is possible to reduce the number of days required for the evaluation test of the control program and to perform the test satisfactorily.
