A cation exchange membrane having gas- and liquid-permeable inactive porous layers on at least one surface is interposed between an anode and a cathode. At least one of the anode and cathode is a flexible pored electrode having a larger rigidity than that of the cation exchange membrane. The flexible extrode is deformed by an electric conductive support, so that the flexible electrode comes in close contact with the other electrode through the cation exchange membrane. An alkali hydroxide is produced with a lower potential in a diaphragm process.
