PURPOSE:To prevent the disorder of a video signal, due to the rise-up of a power source at the time of the calling and the incoming of a call, or the careless transmission of a video signal at the time of an answer to the incoming of the call by interrupting the video signal from an image pickup circuit for prescribed time, in a calling state and an incoming answering state. CONSTITUTION:When a calling person takes up a handset 9, a hook switch 2 comes to an off-hook (closed) state, and an exchange 11 detects a loop, and the output of a dial signal through a dial key 5 comes possible, and at the same time, a controlling part 12 detects the off-hook by a signal from a telephone circuit 11, and makes the power sources of the respective circuit blocks of a camera 17, a television circuit 14, a displaying part 13, a video switch 18, an optical video conversion circuit 19 and so on into ON. After the prescribed time elapses, a control signal is transmitted from the controlling part 12 to a signal processing circuit 16 and the video switch 18, and a self-portrait is displayed on the displaying part 13. Then, when the handset 9 is returned, the power sources of the respective circuit blocks are made to OFF.
