PURPOSE:To eliminate a change in limited torque transmitting quantity, and improve the reliability and the general purpose capability, by inserting a second rotary shaft into a first rotary shaft of a hollow cylindrical shape, and filling a viscous liquid having an almost constant viscosity independent of temperature, into a space between the first rotary shaft and the second rotary shaft. CONSTITUTION:A second rotary shaft 2 is rotatably inserted into a first rotary shaft 1 of a hollow cylindrical shape having a closed end. Then, a viscous liquid 3 such as silicone oil having a viscosity hardly dependent upon temperature is filled into a space between both the shafts 1 and 2. The leakage of the viscous liquid 3 is prevented by a sealing member 4. Accordingly, a desired limited torque transmitting quantity may be obtained by regulating a depth of insertion of the first rotary shaft 2 into the second rotary shaft 1. Thus, a change in the limited torque transmitting quantity with temperature and elapsed time may be prevented, and the reliability and the general purpose capability may be improved with a compact structure.
