PURPOSE:To obtain a two-pack type hair tonic having improved absorption of active drug liquid and promoted hair tonic effect, by using an active drug liquid containing a specific amount of sodium bromate in combination with a pretreatment agent comprising a weakly alkaline agent containing specific amounts of ammonia water and triethanolamine. CONSTITUTION:The objective hair tonic is composed of a 1st drug liquid having weakly alkaline nature and obtained by compounding (A) sodium bromate effective as an inhibitor for male hormone (5alpha-dehydrotestosterone) causing male alopecia and free from hormone-like side effect, (B) 0.01-1% ammonia water and (C) 0.01-1% triethanolamine and a 2nd drug liquid comprising an oxidizing agent compounded with 0.05-1% component A. The 1st drug liquid is applied to the scalp to soften its surface and to effect the swelling of the protein of epithelial cell and then the 2nd drug liquid is applied to the scalp. The obtained two-pack type hair tonic has high safety and improved hair tonic effect by the increased impregnation power of the component A into the scalp and the oxidizing power of the component.
