PURPOSE:To miniaturize a throttle actuator and improve responsiveness by carrying out an action to which a return spring function is added by means of an accelerator pedal and a diaphragm actuator when said throttle actuator is in failure. CONSTITUTION:The whole device consists of a throttle body part 1, a diaphragm actuator part 2, and a control unit part 3. In this case, when a motor 17 as a throttle actuator fails, a three-way valve solenoid 25 is electrified by means of a control unit 31 to communicate a pressure chamber 21 to a pressure accumulating chamber 24. And, by making the pressure chamber 21 negative pressure, a diaphragm 22 is pulled by a return wire 13, and a first lever 12c is rotated and brought into contact with a contact pin 12e, to press a pulley 12a in a totally closed direction. Thereby, a second lever 12d and the first lever 12c are brought close to each other, enabling the operation of the throttle valve 12b by means of an accelerator wire 14.
