PURPOSE:To improve workability and reduce a construction cost, by connecting development units provided with upper cylinders having upper core slots at the upper sections of one-side edges and provided with lower cylinders having lower core slots at the lower sections of other side edges, to each other vertically and horizontally via the upper and the lower cylinders. CONSTITUTION:A development unit 2 consisting of iron plates, plastics plates, or the like, provided with an upper cylinder 4 having a vertical upper core slot 3 at the upper section of one side edge and provided with a lower cylinder 6 having a vertical lower core slot 5 at the lower section of other side edge is formed. Then, a plurality of the development units 2 are horizontally developed, and the thinner cylinder 12 of the upper cylinder 4 of one development unit 2 is fitted on the lower core slot 5 of the lower cylinder 6 of the adjacent development unit 2, and an anchor is pass along the center of the upper core slot 3 and the lower core slot 5 to arrange long continuous retaining walls, and a space between the walls and the face of slope is filled up with earth brought from another lace. When the height of the walls to its earth is not enough, then additional one-step walls are heaped up on the horizontal one-step walls to for two-step walls, and if required, multiple-step walls are formed.
