PURPOSE:To improve the storing efficiency of a data set by allocating plural control bits to each block and using the binary numerical value that can be shown in each control bit to divide the idle state within a single block for their expressions and control. CONSTITUTION:The plural bits of a space control part 11 are allocated to a single block of a data storing part 12. These plural bits are treated as the binary numerical value to show a range kept under a busy in terms of the dividing unit within the corresponding block. Therefore if the control bit of the part 11 is equal to 4 bits, for example, the minimum unit of the state control is set at 1/15 not 1/4 block length. Thus a useless area produced by storage of data in each block can be usually reduced down to <=1/15 block length. In such a way, the unused area in a block is reduced and the overall space availability of a data set is improved.
