PURPOSE:To prevent the deterioration in quality of images due to attraction defects, scattering, or the like of toner by coating the inside face of a shield surrounding a discharging wire with an insulating material. CONSTITUTION:A transfer charger 1 consists of a discharging wire 2, a shield 3, and an insulating material 4. When a form 5 is supplied between a photosensitive drum 6 and the transfer charger 1, the corona ion current strengthened by the insulating material 4 electrostatically charges the rear face of the form to improve the attraction. Since the inside face of the shield 3 of the transfer charger 1 is covered with the insulating material 4, the corona ion current is strengthened and scattering and attraction defects of toner are prevented to obtain distinct images.
