PURPOSE:To increase the speed of the run length encoding processing of a binary picture by retrieving a picture element string run length conversion table based on a current taken-out picture element string having a prescribed length and the classification of the trailing picture element of a preceding taken-out picture element string. CONSTITUTION:Based on the picture element string taken out from a picture storage mechanism 8 by a picture part taking-out mechanism 1 and information indicating the classification of the trailing part of the picture element string, which the mechanism 1 reads at the preceding time, held in a generation control data holding mechanism 4, a picture element string run length conversion tables 9 is retrieved by an encoding table retrieving mechanism 2. Contents of a trailing part classification field read out as the retrieval result are held in the mechanism 4 as information indicating the classification of the trailing part of the picture element string. Contents of a leading part run length field read out similarly are added to data, which is held in the mechanism 4 and indicates the run length of the trailing part of the picture element string taken out at the preceding time by the mechanism 1, by a mechanism 3 to obtain the run length before division of the picture element string, and this value is converted to a corresponding code by a single run length converting mechanism 5.
