PURPOSE:To prevent random noise generated by a raster scanner from being misconceived as a target and accurately detect the target by examining the reproducibility of positions over part two frames using a window with the present scanning point as its center. CONSTITUTION:Binary video signals in a window with the present scanning point of the binary video signals as its center are stored in a line memory 17. The logical OR of the output of the memory 17 is taken by an OR circuit 18 and the output of the circuit 18 is stored in a frame memory 20 by an amount corresponding to past two frames. An OR circuit 23 takes the logical OR of the output of the circuit 18 at the present scanning point one frame before the present frame memory and the output of the circuit 18 at the present scanning point two frames before the present frame memory, outputted by the memory 20. An AND circuit 25 takes the logical AND of the output of the circuit 23 and the binary video signal at the present scanning point in the present frame. The reproducibility of positions over the past two frames is examined. When the reproducibility is present in one or more frames, the binary signals are judged effective.
