PURPOSE:To improve the transmission efficiency in case of thin document information by providing a fill code insertion control section controlling the insertion of a fill code to a transmission data while integrating the quantity of the fill code. CONSTITUTION:A fill code insertion control section 11 controlling the insertion of the fill code to a transmission data is provided. The control section 11 integrates the quantity of the fill code to guarantee the minimum transmission time of each line from the head line of a picture page and the code data of each line is sent without adding the fill code till the line just before the integrated value exceeds the reception buffer memory size of a reception facsimile equipment or other value in the line. The required fill code is added and sent from the line where the integrated value exceeds the size of the reception buffer memory size or below. Thus, the transmission efficiency of thin document information is improved without causing overflow of the reception buffer memory.
