PURPOSE:To enable the generation of swirl and the suction of air to be performed with a high accuracy by individually controlling, through actuators, control valves which are placed by means of shafts provided vertically in passages composing one part of each of the intake passages in an engine respectively. CONSTITUTION:The intake manifold of an engine, which is communicated to one combustion chamber, is provided with two intake passages. In this case, to each of the intake passages is connected each of the passages 2, 3 provided on the opening and closing device body 1, and at the same time, to the intake manifold is connected each of the actuators 9, 10 in the same manner. In addition, following the operation of the engine, by introducing the negative pressure within the intake manifold into each of the actuators 9, 10, each of the shafts 6, 7 is caused to make a swinging movement against the force of return springs 13, 14 respectively. Thereby, the No.1 control valve 15 locked onto the No.1 shaft 6 and the No.2 control valve 16 supported by means of a link mechanism 17 on the No.1 shaft 6 are caused to open and close respectively. Hereupon, the setting position and the like of each of the control valves 15, 16 are preset corresponding to the load of engine.
