PURPOSE:To assure product quality and to reduce driving power for working by providing a moisture adjusting stage by judging whether a metal to be worked is hydrophilic or hydrophobic prior to working and improving the friction resistance characteristic of the metal to be worked in accordance with the result of said judgement. CONSTITUTION:A moisture adjusting unit 10 consisting of a humidifying means 11, a dehumidifying means 21 and a driving control means 31 which permits selective driving is disposed to the upper stream side of a rolling mill 1 for making plastic working. Whether the metal 5 to be worked is hydrophilic or hydrophobic is judged if said metal is carried into an adjusting chamber 41 by starting the mill 1. The set output of a humidity setter 33 and the output of a sensor 32 are then compared and the humidifying means 11 and the dehumidifying means 21 are selectively controlled to control the relative humidity of the chamber 41 to the set value. The metal 5 is then subjected to plastic working while the set moisture is held attached thereto. Since the friction resistance during rolling is minimized and held at the optimum state, the driving power for working is reduced while the product quality is assured.
