PURPOSE:To attain the activation of the equipment by providing the constitution capable of multi-user access and a private communication line local system function so as to use data generated by a digital terminal equipment in a premises separately or communicating the message. CONSTITUTION:A processor constitution of multi-task constitution, a distribution control section 7 distributing a digital line and an analog line, an exchange control function section comprising the lines, a terminal control section 54 and a medium switching control section 8, an input/output control section controlling a display section 48, a keyboard section 47, external memory sections 43, 44 and a video data base, and its device section 32 or the like are provided. The private communication line system capable of multi-media communication and the local communication system function are provided in common in this way, then the data generated by a digital terminal device 55 is used simultaneously in a premises and connected to a message communication or video tape recorder/TV set so as to attain TV watching at the premises video service and local operation.
