PURPOSE:To attain a stable processing even in a rapid increase in an input data by using the transmission processor of an active system and a standby system as a single system for the processing of the input data in a state exceeding the processing capability and sending the processed data to an output line from the active system. CONSTITUTION:If the processing of input data from reception lines 11-1n overloads in the active system transmission processor 31 of a duplex transmission processor, a part of the input data is switched by reception line switches 21-2n from the active system transmission processor and inputted to the standby system. Then the processing of the part of the input data shared by the transmission processor 32 of the standby system, the data whose processing is finished by the transmission processor of the standby system is transferred to the active system transmission processor and sent while being edited with the data processed by the active system. Thus, the processing speed is improved and an important fault such a system-down is prevented.
