PURPOSE:To perform measurement and monitoring continuously by cooling oil to be measured and making the oil turbid in white owing to water in oil, and then detecting the quantity of transmitted light. CONSTITUTION:When the oil to be measured is cooled by a cooling part 4 provided to the by-pass 3 of oil-charged equipment 2, etc., the water contained in it is deposited to make the insulating oil turbid in white. This cooling temperature is monitored by a temperature detecting means 8. Light emitted by a light emission part 5a is made incident on a light reception part 5b, whose light reception quantity is transmitted to a measurement part 7 through an optical fiber.
