PURPOSE:To improve rate of fuel consumption, by increasing the rotating speed of a prime mover by a rotating speed varying means, under the condition that hydraulic discharge quantity got after the change of the rotating speed, is not over the maximum discharge quantity got before the change, when the load of a hydraulic actuator of a construction equipment is over the preset value. CONSTITUTION:A variable delivery hydraulic pump 13 is driven by an engine 11 whose rotating speed is controlled by a rotating speed control device 10, and the discharged oil from this hydraulic pump 13 is fed to an actuator 17 such as a traveling hydraulic motor or a revolving motor, through a control valve 15. This control valve 15 is switched controlled by various levers. In this case, a load detecting sensor 19 is set to detect the load pressure of the actuator 17. When the detected load is over the preset value, a rotating speed varying means 25 is controlled by a controller 21, as increasing the rotating speed of the engine 11, under the condition that discharge quantity of the hydraulic pump 13 got after the change of the rotating speed of the engine, is not over the maximum discharge quantity of the pump 13 got before the change.
