PURPOSE:To obtain the titled paste hardly containing an organic solvent and giving a water-based printing agent advantageous in view of safety, hygienicity and environmental pollution control,, by partially crosslinking a specific W/O- type emulsion polymer using a crosslinking agent containing an oxirane ring. CONSTITUTION:The objective paste can be produced by partially crosslinking (A) a W/O-type emulsion polymer produced by the emulsion polymerization of (a) an aqueous solution of a water-soluble vinyl monomer and/or its salt (preferably an alkali metal salt of acrylic acid, etc.) in (b) a hydrophobic organic solvent (preferably a mixed organic solvent composed of aliphatic hydrocarbons having a boiling point of 180-200 deg.C and containing 10-30wt% aromatic hydrocarbons) with (B) a crosslinking agent containing oxirane ring. The amount of the component (b) is preferably 80-100pts.wt. per 100pts.wt. of the component (a).
