PURPOSE:To surely check and discriminate by the titled IC cad by checking digitized fingerprint information in a data converting part and reference fingerprint information stored previously in a storing part by the fingerprint checking means of an arithmetic processing part. CONSTITUTION:A prescribed finger is mounted on a solid-state image pickup element 11 seen from a transparent film 13 and a trigger switch 14 is turned on. A fingerprint video is inputted to a data converting part 12 from the solid- state image pickup element 11, the fingerprint information digitized in the data converting part 12 is inputted to a microprocessor 3 to process a picture. Then, in the microprocessor 3, the inputted fingerprint information is collated to the reference fingerprint information of the prescribed finger of a person having an IC card and discriminated, and discriminated result is transmitted to a card reader. Thereby, the IC card and the person having it are collated to each other, and discriminated effectively.
