PURPOSE:To obtain the titled substance, by reacting a perfluoroalkyl chloride formed as a by-product in producing tetrafluoroethylene in the presence of metallic zinc and an ether bond-containing hydrocarbon solvent to provide an organic fluorine-containing zinc compound and thermally decomposing the resultant compound. CONSTITUTION:A compound expressed by formula I (X is H or F; Rf is perfluoroalkylene) is reacted in the presence of metallic zinc and an ether bond- containing hydrocarbon solvent, preferably dioxane at 180-250 deg.C for 5-20hr to provide a compound expressed by formulas II and/or III (A is solvent molecule). The resultant compound is then separated from the reaction solution and thermally decomposed at 180-250 deg.C to afford the aimed compound expressed by formula IV. In the thermal decomposition, fresh metallic zinc is preferably added to the reaction system since the yield of the aimed substance is improved. The compound expressed by formula IV useful for various applications is obtained in high yield and selectivity from the compound expressed by formula I which has been formed as a by-product and discarded in producing tetrafluoroethylene.
