PURPOSE:To prevent a slippage between pawls and a tool by inclining the pawls with respect to the normal to the outer peripheral surface of a tool so that the peak-shape abutting surfaces of these pawls abuts against the tool at a position shifted forward in the rotating direction and therefore a torque is transmitted. CONSTITUTION:The curvature center O of the outer peripheral side of pawl 5 is shifted in one direction from the center line CL, and the gaps between the pawl 5 and the inner peripheral surface of a bushing 25 on the left and right sides thereof are different from each other such as, delta2>delta1. Then when a rotary ring 2 is rotated to fasten the pawl 5, a force inclining the pawl 5 is effected between the bushing 25 and the pawl 5 which is therefore inclined until the difference in dimensions between 2, delta1 is reversed. As a result the peak-shape abutting surface 55 of the pawl 5 abutting against the outer peripheral surface of a tool is shifted slightly forward from the intrinsic abutting portion thereof in the direction of the arrow. Accordingly, the rotational torque of the shaft 1 is transmitted to the tool 4 in such a condition that the pawl 5 is wedged into the tool 4, thereby it is possible to prevent a slippage.
