PURPOSE:To secure the performance of a specific on-line system and to operate plural on-line systems by referring to the load state of the specific on-line processing system by other on-line processing system. CONSTITUTION:A priority on-line processing system desired to secure the performance is defined to be a system 15A, and one which is not desired so is defined to be 15B. A priority system discriminating means 3B refers to a priority system information storing area 13B and decides whether the system is the priority system or not according to a priority system identifier. Since the system 15B is not the priority system, a load information referring means 4B is executed. The means 4B refers to a load information storing area 7, discriminates a load flag, when the flag is turned on, the overload of the system 15A is informed to a message split means 8B to execute the means 8B.
