PURPOSE:To manufacture a carburizing steel material having superior cold workability and preventing the deterioration of the mechanical properties, by successively subjecting a carbon steel contg. specified percentages of Al and N to heating, hot rolling and slow cooling under specified conditions. CONSTITUTION:0.005-0.07wt% Al and 0.003-0.03wt% N as elements for inhibiting the growth of austenite grains are incorporated into a carbon steel or a low-alloy steel. This steel is heated to >=1,050 deg.C, hot rolled at >=950 deg.C finish rolling temp. and slowly cooled at 0.001-1 deg.C/sec cooling rate to form a ferrite-pearlite structure. Thus, a carburizing steel material enabling the elimination of softening annealing is manufactured.
