CODING AND DECODING DEVICE

PURPOSE:To improve the processing speed by multiplying a picture signal by 2<n>/ X(2<n>> X) and extracting the converted picture signal at 2<n> picture elements each so as to apply coding/decoding processing thereby reproducing number of times of accessing the memory. CONSTITUTION:A picture element extracted at X=5 picture element each is subjected to coding processing laterally at an object. A picture image stored in one pattern memory 1 is magnified laterally by 8/5 time by a converting circuit 2 and the result is written in a reduction memory 3. The coded picture element of each line is stored at eight picture element each in a reduction memory 3 and the coding/decoding circuit 4 accesses the data reduced to 1/8 to the reduction memory 3 to read out and encode only the code picture element by 8-bit once at each line. Then the coding/decoding circuit 4 reads out a reference picture element from the reduction memory 3 to apply coding at the same time.
