PURPOSE:To provide quick and high frequency valve operation by forming openings of an input port, an output port, and a return port at a point possible to have communication with a valve groove of cylindrical valve element. CONSTITUTION:A rotary valve A is composed of a valve housing 1 in which a cylindrical valve chamber is formed, and a valve body 2 in the form of cylinder fitted in said valve chamber. The discharge port 12 of this valve housing 1 is in communication to a flow path b inside a nozzle member B, and a supply port 11 and return port 13 are in communication with flow paths C1 and C2, respectively, within a pipe connecting member C. A valve groove 21 in the form of partial ring having a sufficient length to put the supply port 11 in communication with the discharge port 12 is provided at the periphery of the valve element 2.
