PURPOSE:To stably vary a panning angle and a tilting angle while the device itself is miniaturized by providing a variable member to vary the panning angle and the tilting angle of the photographing device onto an underwater stabilizing plate. CONSTITUTION:A pan angle drive section 4 is fixed with a guide plate 1 and consists of a motor rotating an arm 3 is direction of arrow A. A tilt angle drive section 5 is fixed to the arm 3 and consists of a motor rotating an submerged blimp 6 protecting a camera main body 8 a lens 7 or the like in the direction of arrow B. In driving the pan angle drive section 4, a force to rotate the flow guide plate 1 is exerted but the guide plate 1 receives the resistance of sea water sufficiently and almost not moved. While the arm 3 does not receive the sea water resistance in comparison with the resistance of the guide plate, it is stably rotated. As stated above, the arm 3 and the tilt angle drive part are fixed, but since the arm 3 and the blimp 6 connected freely turnably, the tilt angle is stably varied.
