PURPOSE:To transmit other sub signals than a sub signal included in the frame of a main signal with simple constitution by varying the transmission speed of a high order group signal in response to the sub signals to be sent. CONSTITUTION:A transmission section is provided with a clock frequency control section 1, a clock frequency supply source 2 and a stuff multiplexer section 3, and a reception section is provided with a demultiplexer section 4, an integration device 5, and an identification section 6. The clock frequency of the stuff multiplexer means 3 is modulated by a sub signal sent together with a master signal. A stuff control bit whose stuff rate differs is integrated by the integration means 5 by using the clock frequency inserted in the frame of the high-order group signal then detected, and the corresponding sub signal is identified and recovered from the detected output. Such a system is applied to the case that the master signal has a fixed stuff rate on the way of constituting the hierarchy.
