PURPOSE:To securely carry out a Love check and a thermal stress reducing operation in spite of leakage by inputting the output signals from the rotating speed detector of a turbine and the opening detector of an extraction control valve into a speed-up control deice when leakage occurred in a governing valve. CONSTITUTION:A governing valve 1 is provided in a course for taking in a steam from a steam inlet part 8 to a turbine high pressure part 2. Also, an extraction control valve 3 is provided in a course for sending steam from the turbine high pressure part 2 to a turbine low pressure part 4. And, a starting device driving part 20 and a synchronizing device driving part 21 are controlled by an elevation control device 23A based on the output signals from the opening detector 25 of the governing valve 1 and the rotating speed sensor 10 of the turbine. In this case, the opening detector 26 is provided on the extraction control valve 3 and its output signal is inputted into the lifting up/down control device 23A. And, when leakage occurred on the governing valve 1, the output signals from the rotating speed detector 10 and the opening detector 26 of the extraction control valve 3 are inputted into the lifting up/down control device 23A.
