PURPOSE:To make abnormality detectable earlier as well as to improve reliability, by outputting a command for altering throttle valve opening to the specified opening at the specified inspection startable timing, and making it discriminate something wrong in an opening adjusting function at a time when a deviation between command opening and detection opening is more than the specified value. CONSTITUTION:On the basis of either of each detected result of a driving state detecting means M2 and a transmission state detecting means M7 detecting a driving transmission state to driving wheels and the fuel quantity determined by a driving means M3, there is provided with a judging means M8 which judges whether an engine M1 is in inspection startable timing, when it is continuously driven for more than the specified time in a fuel supply cutoff decelerating state, or not. Here when it is so judged that the engine is in this inspection startable timing, such a command that sets throttle valve opening down to the specified opening is given to an operating means M5 from an inspecting means M9. And, when a difference between the throttle valve opening after actuation of the operating device M5 and the specified opening is out of the specified range, it is discriminated to be something wrong in an opening adjusting function by an abnormal discriminating means M10.
