PURPOSE:To keep off any rotation up or drop immediately after a complete combustion at the time of engine restarting, by learning the output duty value converted at ordinary temperature all the time irrespective of temperature in an air control valve when an engine is off. CONSTITUTION:When a warming-up judging device 22 judges that warming up is all over, a calculating device 17 finds a temperature correction value with an output duty value out of an operational device 11 and an emitter voltage A/D conversion value of an engine speed adjusting device 8 impressing the specified duty ratio signal on an air control valve, from a converting device 16. Next, the feedback correction value conformed to a difference between actual engine speed Ne and desired engine speed Ns depending on water temperature Tw is added (19) to a temperature correction value, storing the added value in a memory 20. And, when a fact that an engine is off is judged by a judging device 21, an operational device 13 adds the memory value to a learning correction value at the time of last driving, setting it down to a new learning correction value, and at the time of subsequent driving, using this, the first output duty value is found and outputted. Thus, any rotation up or drop immediately after a complete combustion is preventable.
