PURPOSE:To hold the pressure at discharge port approx. constant automatically by installing an eccentric ring at the outside of an outer rotor, wherein the ring can rotate concentrically with the rotary shaft of an inner rotor, and by rotating said eccentric ring and outer rotor through the action of the pressure at discharge port. CONSTITUTION:An eccentric ring 40 in cylindrical from whose axis of rotation is identical to the center of eccentricity Q of inner rotor 22 is rotatably fitted on an outer rotor 14, which accommodates an inner rotor 22 with center of eccentricity Q. An involute teeth 44 are formed at the periphery of said eccentric ring 40 and meshed with a rack 50 at the tip of a plunger 48 mounted slidably on a pump body 42, and the eccentric ring 40 is fitted on the cylinder part 46 of pump body 42. The plunger 48 shall be displaceable till the position where the discharge pressure introduced to a space 60 at the undersurface of a flange 54 installed at said plunger in a single piece therewith is balanced with the force of a spring 58, wherein the displacement shall vary the amount of eccentricity through rotation of eccentric ring 40 so as to adjust the amount of discharge.
