PURPOSE:To improve the activity ratio of a communication line and to minimize communication cost, by relaying and outputting reception information from a communication network by a communication control means provided at every connection line to another communication network. CONSTITUTION:When a power source is applied, a line selection circuit 32 sets a GIV mode as initialization. A control part 30 controls a picture signal control part 33 and a selection line control part 31 by issuing an instruction to connect selection circuits 39 and 40 to an image reader and an image output device, and also, connects each of selection circuits 36, 37, and 38 to a designated mode. Meanwhile, a signal monitoring part 34 always monitors the input/ output signals of the selection circuits 36, 37, and 38, and when a signal from a communication control equipment of GIII mode is received in communication under the GIV mode, an incoming call is neglected, and the incoming call from a GIII line can be accepted at a time when the communication under the GIV mode is completed.
