PURPOSE:To prevent the change of quality, by forming a recirculation passage for taking out the liquid in a liquid tank to the outside to return the same to said tank and irradiating the flowing liquid with ultraviolet rays. CONSTITUTION:The air 20 taken in from an air take-in port 19 enters the jacket body 10 inside a sterilizing and purifying apparatus main body 6. The inside jacket part 10 is irradiated with ultraviolet rays from the ultraviolet lamp 5 at the center of said jacket part 10 and oxygen in the air 20 is converted to ozone gas. Air 7 containing ozone gas passes through an air passage 8 to be sent to the confluent part 21 of the air passage 8 and a recirculation passage 4 and mixed with the water 3 flowing through the recirculation passage 4 at the confluent part 21. The water 63 mixed with the air 7 passes through a Karman mixer 13 to become a water mixture 22 wherein the air 7 and the water 3 are uniformly dispersed and mixed and said water mixture 22 is sterilized and purified. By this method, liquids can be also regenerated.
