PURPOSE:To suppress flicker and to improve the video resolution by inputting a video signal of each scanning line in the order of the N-th, N'-th and (N'+(N+1))th of video information stored in a scanning conversion storage memory so as to apply the TV scanning of 1 frame thereby applying expansion of picture element number and picture element replacement altogether. CONSTITUTION:After an output of an image pickup section 4 is digitized by a video signal processing circuit 9, the result is stored in a scanning conversion storage memory 14 alternately in the order of an odd number field (N-th order) and in the order of an even number field (N'-th order). Then a picture element synthesis circuit 17 synthesizes the (N+1)th video signal read from a scanning conversion storage memory 14 and the N'th video signal from the video signal processing circuit 9 and stores its output to the said scanning conversion storage memory 14, which inputs the stored information to the TV signal processing circuit 15 while the arrangement is converted in the order of the N-th, N'-th and (N'+(N+1))th order to apply the TV scanning of one frame. Since the video picture element number of a cathode ray tube is increased without increasing number of elements of a linear array detector, a picture with high resolution is displayed even with a detector having a few element number and the flicker is suppressed.
