PURPOSE:To easily change the set pressure by disposing a braking member between a movable element to which a valve element is fixed and a support member for slidably supporting the movable element. CONSTITUTION:When voltage is applied to ER fluid 13 used as a braking member, ER fluid 13 sealed in the interior of an inner case changes from a liquid state to a solid state, and a movable element 3 is fixed to the inner case 12. Accordingly, a rubber seal 8 is held in close contact with the bottom face of a valve case 2. When the pressure applied to a pressure port 7 becomes higher than the pressure of a pressure relief passage 11, ER fluid 13 is subjected to shearing force between the movable element 3 and the inner case 12. When the shearing force becomes very large, ER fluid 13 changes from a solid to a liquid.
