PURPOSE:To permit sand bags to be inserted into a casing without the need for man-power by a method in which one end of a sand bag is inserted and fixed to the opening end of a casing and sand is charged into the sand bag while turning the bag from side to side. CONSTITUTION:An oil-pressure cylinder 7b is contracted, and under a condition that a hopper 7a1 is opened outwards, the tip of a long sand bag 1a is fitted on the outside of the open end of a casing (a) and fixed by a clamper 6. The cylinder 7b is extended, the hopper 7a1 is closed, and sand is charged into the bag 1a from a tubular chute 8, where the bag 1a is inserted into the casing (a) while being turned inversely under the weight of the sand. The sand bag 1a can thus be inserted into the casing (a) almost without the need for man power.
