PURPOSE:To improve throughput by providing a predicting means predicting the time until a motor reaches the predetermined number of revolution at the time of the restart of the motor. CONSTITUTION:When a motor stopping indication is given, the drive of a scanner motor 102 is stopped while a timer 1104 is started. When a motor start indication is input, the drive of the scanner motor 102 is started while the timer 104 is stopped. The stand-by time up to paper-feed is determined on the basis of the timing time of the timer 104. When the stand-by time passes, a paper feed signal is output, and treatment is transferred to normal treatment. Accordingly, efficiency on the usage of the motor can be improved.
