PURPOSE:To obtain the title highly active catalyst which can give a highly stereoregular polymer of regular shapes, by combining a specified solid catalyst component with a piperidine derivative and an organoaluminum compound. CONSTITUTION:A solution is obtained by mixing a substance (a) obtained by grinding MgCl2 and CaCl2 together in an inert atmosphere with a tetraalkoxytitanium (b) having 1-10C alkoxy groups, an aliphatic hydrocarbon which is liquid at -30-50 deg.C and a 2-10C aliphatic alcohol (d) which is liquid at -30-50 deg.C. This solution is added dropwise to TiCl4 kept at 0 deg.C or below and the mixture is heated. After the addition of a phthalic diester (f) at 80 deg.C or above, the resulting mixture is reacted at 100 deg.C or above. The resulting solid component is reacted with TiCl4 to obtain a solid catalyst component (A). Component A is combined with a disubstituted or tetrasubstituted piperidine (B) of the formula [wherein R<1-4> are each H, a (substituted)alkyl, and at least either a pair of R<1> and R<2> or a pair of R<3> and R<4> is alkyl] and an organoaluminum compound (C).
