PURPOSE:To prevent a slit distortion from occurring, by setting both upper and lower blades down to hard metal endless bent type rotary straight blades, while setting these upper and lower blades as tilted to some extent so as to get them lapped at the outlet side, and cutting a metal belt plate as making it run in the forward direction, in succession. CONSTITUTION:Both upper and lower blades are set down to each of hard metal endless belt type rotary straight blades 15 and 15', while these upper and lower rotary straight blades 15 and 15' are set up as tilted to each horizontal direction so as to get then lapped at the outlet side, and they cut a metal belt plate 1 continuously as making it run in the forward direction. Thus, both upper and lower blades are set down to these rotary straight blades 15 and 15' whereby a biting angle of the metal belt plate 1 can be made very smaller so that there is no residual stress at the time of slitting, and such a punched product as excellent in flatness is secured, thus a problem of slit distortion is solvable. In consequence, a hoop material good in quality is manufacturable at low cost.
