PURPOSE:To determine a sludge generation source, by providing a water quality intelligence base which has knowledge about positional relationship between a water quality detector and the sludge generation source on a piping and knowledge about sludge material possibly flowing out of various sludge generation sources. CONSTITUTION:Flow converge between pipelines in areas A and B, pass through an area C to converge with a flow from an area D and then, runs into a sewage treatment plant 8 passing through an area E. In these areas, a plurality of sludge generation sources exist and water quality meters are arranged at points (a)-(e). Then, initially, sludge generation sources are located geographically based upon the knowledge about positional relationship between the water quality meter 1 and the sludge generation source on a piping. When abnormality is found in the area A, the sludge generation source of the area A is induced in the light of knowledge about sludge substances possibly flowing out of various generation sources to determine the pertinent sludge generation source.
