PURPOSE:To perform simulation requiring no simulated inputs by setting a prescribed token in the place inputted from a control system and properly setting the time of a timer which is spent till the token appears in an output place. CONSTITUTION:At the time of offline operation, a materials flow system 3 is modeled by a network editor 2a and is stored in a network part 1a. A rule base 1b is generated by a rule editor 2b. At the time of online operation, a transition to be operated is determined by an ignition discriminating and contention resolving part 1d in accordance with inputs, network data, and the rule base from a production management data part 1c and the material flow system 3 and is outputted to the material flow system 3 from a corresponding control operation part 1e. The state of the ignited transition is switched by a token moving part 1f, and required information is stored in an operation log 1g and is used as data for production.
