PURPOSE:To obtain high torque, and to improve efficiency by making each center of a stator and a rotor eccentric and circularly moving the stator around the center of the rotor. CONSTITUTION:A rotor 1 is constituted annularly, and a large number of poles 2 consisting of tooth-shaped permanent magnets are fitted in the circumferential direction to the inner circumferential surface of the rotor 1. The rotor 1 is supported rotatably centering around a center 3. The diameter of a stator 4 is made smaller than the inner diameter of the rotor 1, and the stator 4 is disposed inside the rotor 1. The center 5 of the stator 4 is made eccentric to the center 3 of the rotor 1 at that time, and the stator 4 is constituted so as to be able to circularly move around the center 3 of the rotor 1. Poles 6 are shaped in number smaller than the number of the poles 2 by one or more, and coils 6a are wound on the poles 6. Accordingly, when the poles 6 for the stator 4 are excited gradually in succession, the rotor 1 is turned only by the difference of the pole numbers at each cycle of the excitation.
