PURPOSE:To reform a low-cost low-grade coal to a coal which can be burnt with conventional coal-fired boiler, by separating a part of ash from roughly crushed coal taking advantage of the specific gravity difference, finely pulverizing to obtain a coal water slurry, adding a binder to the slurry, and granulating the coal in water. CONSTITUTION:For example, a low-grade coal having an ash content of 40% is roughly crushed and treated with a gravity concentrator containing carbon tetrachloride, etc. to reduce the ash content to e.g. 18%. The deashed coal is finely pulverized with a wet mill, etc. to the size finer than about 200 mesh and at the same time converted to a water slurry. After adjustment of the concentration, the slurry is added with a binder obtained e.g. by emulsifying fuel oil C with water and a surface active agent, and the coal is granulated in water to obtain granulated coal having an ash content of e.g. 8%.
