PURPOSE:To make the manufacture of breakwater blocks easier as well as to prevent the occurrence of waves flash in such a way as to enable water to flow sufficiently by a method in which tidal waves are directed from the suction port to the small-diameter portion of throttled tubes on the ends of blocks and then through the connected part into the tube. CONSTITUTION:Metal tubes 3 having through holes 6 directed from the outside 26 of harbor to the inside 27 are buried in columnar concrete blocks 2 sideways stacked up from the outside 26 of harbor to the inside 27, which are to be constructed into a dam 23. The connecting parts of throttled tubes 4 having suction port 9 on the end of the block 2, smaller diameter part 10 than the tube 3 near the central part from the port 9, and the connecting part 11 expanded from the part 10 to the same-diameter end as the tube 3 are connected to the end on the outside of the harbor of the tube 3 to make up a breakwater block.
